Permanent cookies will stay at your computer as long as you don’t remove them or they expire.

First party cookies: they come from the web page you are at, whatever they are temporary or permanent. With them, web pages store data such us username and password, so that you don’t have to log in at every visit.

Third party cookies: they belong to different domains then that on a toolbar. Web pages can contain content from other areas (such as banners), which openes the possibility of tracking the users browsing history. Privacy settings in most modern browsers allow you to block third-party cookies.
